Abstract

The triple disaster that struck Japan in March 2011 forced people living there to confront new risks in their lives. Despite the Japanese government's reassurance that radiation exposure would be small and unlikely to affect the health of the general population, many questioned the government's commitment to protecting their health. The disaster prompted them to become vigilant about limiting their risk exposure, and food emerged as a key area where citizens could determine their own levels of acceptable risk. Food Safety after Fukushima examines the process by which notions about what is safe to eat were formulated after the nuclear meltdown. Its central argument is that as citizens informed themselves about potential risks, they also became savvier in their assessment of the government's handling of the crisis. The author terms this "Scientific Citizenship," and he shows that the acquisition of scientific knowledge on the part of citizens resulted in a transformed relationship between individuals and the state. Groups of citizens turned to existing and newly formed organizations where food was sourced from areas far away from the nuclear accident or screened to stricter standards than those required by the state. These organizations enabled citizens to exchange information about the disaster, meet food producers, and work to establish networks of trust where food they considered safe could circulate.Based on extensive fieldwork and interviews with citizens groups, mothers' associations, farmers, government officials, and retailers, Food Safety after Fukushima reflects on how social relations were affected by the accident. The author vividly depicts an environment where trust between food producers and consumers had been shaken, where people felt uneasy about their food choices and the consequences they might have for their children, and where farmers were forced to deal with the consequences of pollution that was not of their making. Most poignantly, the book conveys the heavy burden now attached to the name "Fukushima" in the popular imagination and explores efforts to resurrect it.

Abstract

The transition from an operating nuclear facility to the decommissioning phase is critical in the life cycle of every facility. A number of organisational and technical modifications are needed in order for the facility to meet new objectives and requirements, and a certain number of activities must be initiated to support the transition and preparation for the dismantling of the facility. Thorough preparation and planning is key for the success of global decommissioning and dismantling projects, both to minimise delays and undue costs and to ensure a safe and efficient decommissioning process. The aim of this report is to inform regulatory bodies, policy makers and planners about the relevant aspects and activities that should begin during the last years of operation and following the end of operation. Compiling lessons learnt from experiences and good practices in NEA member countries, the report supports the further optimisation of transition strategies, activities and measures that will ensure adequate preparation for decommissioning and dismantling.

Abstract

This book is the first comprehensive, in-depth English language study of the animals that were left behind in the exclusion zone in the wake of the nuclear meltdown of three of the four reactors at the Fukushima Daiichi Nuclear Power Station in March 2011, triggered by the Great East Japan Earthquake of magnitude 9.0.The Japanese government designated an area of 20-kilometer radius from the nuclear power station as an exclusion zone and evacuated one hundred thousand residents, but left companion animals and livestock animals behind in the radioactive area. Consequently, about 90 percent of the animals in the exclusion zone died. This book juxtaposes policies of the Japanese government toward the animals in Fukushima with the actions of grassroots volunteer animal rescue groups that filled the void of the government. .

Que faire de nos déchets hautement radioactifs ? Comment gérer ces objets toxiques à la fois pour l?homme et l?environnement, dont la durée de vie s?étend sur des milliers, voire des millions d?années ? Au cours des trois dernières décennies, les institutions chargées de gérer les déchets nucléaires ont organisé de nombreuses consultations publiques sur le sujet. Plus récemment, ces dispositifs se sont ouverts à des acteurs jusqu?alors exclus du processus de décision, comme les représentants du monde associatif, de la vie politique locale ou encore des citoyens dits "ordinaires". Que retenir de ces expériences ? En quoi ont-ils contribué à modifier la gestion des déchets hautement radioactifs ?0Contestés, stockés ou simplement oubliés, les déchets nucléaires ont une vie politique que cet ouvrage se propose d?analyser en comparant leur situation en Belgique, en France et au Canada, de 1990 à nos jours. S?appuyant sur des auteurs comme Michel Foucault ou Sheila Jasanoff, il analyse les échecs et les succès de trois politiques publiques de gestion qui ont chacune mené au choix d?enterrer les déchets nucléaires. Le livre dévoile les différentes stratégies déployées dans le temps tant par les autorités publiques que par les producteurs de déchets et en questionne les limites. Il met aussi en évidence les résistances et le pouvoir d?action des populations concernées par les projets d?enfouissement.
